Toners are an essential part of a complete skin care routine. They remove impurities and cleanser residue, tighten pores, restore PH balance, improve texture and, most importantly, hydrate the skin in preparation of applying moisturizers.
Water is not enough. Tap water runs through bacteria contaminated pipes and is treated with chlorine or chloramines that kill the bacteria. It's also treated with chemicals to raise the pH balance to a more alkaline level. Healthy skin needs to maintain a PH level between 4 and 6.5. Tap water normally has a PH level of 7 and cleansers can measure as high as 9.5.
